Cerulean City Gym
The Cerulean City Pokemon Gym is located to the right of the Pokemon Center. There are two Pokemon trainers in this gym that can be battled before the gym leader.

The leader of the Cerulean City Pokemon Gym is Misty. She uses two very strong water-type Pokemon with a powerful water-type move called Bubblebeam. Not only does this deal a decent amount of damage, but it may reduce the speed of your Pokemon.
Your Pikachu should have no trouble taking out these Pokemon. If your Pikachu is around level 20 and likes you enough, you may also be able to recruit Bulbasaur from the woman to the left of the Cerulean City Pokemon Center.

Defeat Misty to earn the Cascade Badge. This badge will allow Pokemon up to Level 30 to obey you, including traded Pokemon. The badge also allow you to use HM01 Cut outside of battle. You will also receive TM11 Bubblebeam, the same powerful water-type move Misty’s Pokemon were using.
Now that the gym is taken care of, you can continue on with your adventure. Route 5 is the next stop. However, if you haven’t gone through Routes 24 and 25, you’ll need to do that first.
Enter the house to the north of the Pokemon Gym and exit out the back. You’ll find a rocket in the back of the house who will challenge you to a battle. Defeat him to earn TM28 – Dig.
