Victory Road
Victory Road is a three level cave just before the Indigo Plateau. It’s home to a legendary Pokemon, and houses many strong Trainers.
First Floor

Once you enter Victor Road, walk a few steps to the west to find a boulder. You’ll need a Pokemon with HM04 Strength to move this boulder all the way to the east on top of a button. This will remove the barrier blocking the path to the north. Climb up the hill and battle a Pokemon Trainer near the top.

After the battle, walk down the hill to the east. Another boulder will be further north. Use strength to move this boulder to the west to grab one item. If you look closely, you’ll see there are two items. In order to get both items, you’ll have to leave the cave, re-enter, and push the boulders back into place. The item to the west is a Rare Candy. The item to the north is TM43 Sky Attack. Sky Attack is the strongest flying-type attack in the game. The only downside is the fact that it’ll take one turn to charge before it can be used.
Head to the stairs at the northwest corner of the floor. Another Pokemon Trainer will stop you first.

You’ll start off on the west side of the second floor. Directly to the south is another boulder. Push this boulder left, down, down, and left onto the button to bring down the barrier on the hill. Two Pokemon Trainers can be found on this hill.

You won’t be able to take down the barrier to the right of the Juggler just yet. Walk down the hill to the south, then walk all the way west to find TM05 Mega Kick.
Walk all the way east until you hit the eastern wall of this floor. Head north until you hit the rocks blocking your way to the exit, and then make your way northwest. Another Pokemon Trainer will be in the middle of this room near a Full Heal.

Before taking the ladder a few paces to the right, you should explore the rest of this floor to the northeast. One more Pokemon Trainer will be waiting next to TM17 Submission. This is a fighting-type attack that will also cause damage to the user.

Most of the second floor is now cleared. Return to the ladder a short distance to the south, and take it up to the third floor. However, before going on to the third floor walkthrough, it’s best to walk all the way west to a ladder. Take this ladder back down to reach the northwestern quarter of the second floor. Another Pokemon Trainer will be here, a few steps away from a Guard Spec.

To the east is a Legendary Pokemon. Make sure you save before starting the battling this fire beast.
Legendary Pokemon: Moltres

Moltres is a Legendary Pokemon. That means there is only one in the entire game, and it’s incredibly powerful. Make sure you have a ton of Ultra Balls before battle. The goal is to reduce its health as much as possible without causing it to faint. To increase your chances of capturing this monster, inflict the sleep status condition. Of course, it might be a little tough to do so since most Pokemon that inflict sleep are grass-types who are all weak to Moltres’ Peck and Flamethrower. With all the previous requirements met, start chucking a ton of Ultra Balls until one finally captures the legendary beast. If all your Pokemon faint, or if your run out of Poke Balls, restart your game and try again.
Once Moltres is taken care of, return to the previous floor.

If you’ve been following my instructions, you should be on the northwest corner of the third floor. To the south is another button. You must use Strength to push a boulder from the east side of the floor to this button. Additionally, TM47 Explosion can be found a few steps east of the button. This is the strongest attack in the entire game. The user will explode, sacrificing itself to deal massive damage.
After you put the boulder on the button to the west, walk all the way east to a Pokemon Trainer hiding in a corner next to a Max Revive.

Walk southwest to find a set of stairs leading up the small hill. A Pokemon Trainer will be standing in the middle of this mound.

If you pushed the boulder from earlier to the button at the northwest part of this floor, the barrier should be down on this hill. Follow the path southward to find the last two Pokemon Trainers.

The final thing to do on this floor is to use Strength to push a boulder into a hole. Walk as far east as you can to find this boulder right next to a hole. After pushing it into the hole, jump down a level by falling into this same hole. Use Strength once again to push the boulder westward onto a button.
The newly activated switch will remove the barrier on the hill. Walk through the newly opened barrier and take the ladder up one floor. Walk a short distance north to another ladder, and take the exit to the Indigo Plateau.
